This Wolverine is simply not documented and without a doubt, a war toy ca. 1940.  We can see elements of the clown and horse toys put together into a pull toy creation.

During the war, Wolverine and U.S. companies tended to run out of wheels first; we suspect the suppliers were pulled in before metal toy production was forced to stop.  So this toy, like similar toys of the era, received wood wheels.

Then Wolverine likely kept extra parts and pressings if sales fizzled on toys or chose to make an overage.  We get a great composition.

The horses go in a circle and then the clown dongs the bell.  It is a great toy and very imaginative.  The toy works.

Condition is lightly used with wheel scuffing and some edge wear.
